Right place for proposals?

Sorry for answering so slowly.
Just use the Module/Template forums for proposals. The descriptions includes "discuss them (ideas, etc.)".

A German forum is not really chosen, but take here the "Templates, Module & Co." one. But I would use the English ones because you reach more people.
