Every once in a while when clicking the settings pencil icon for a page, I get nothing - the nav shows up, but the area where the page settings normally are is blank.

After a bit of investigation I figured out my problem:

I often use Frontpage to access the files on my web server, the web server has the Frontpage extensions installed.  Frontpage automatically creates directories named "_vti_cnf" inside the subdirectories of WB root.  The settings.php file was choking on the "_vti_cnf" directory in WB_PATH.'/languages/'

I deleted the "_vti_cnf" inside WB_PATH.'/languages/' and my settings came back. 

I believe Frontpage will eventually put this directory back, perhaps there is some code that could be added to settings.php to account for this.
