I think it's a bit odd having the html templating for different modules scattered around - it makes it impossible to make a template that just works for the end user. I find it particularly difficult with dark-background templates - many of the modules have to be edited to fit in with it and it's very difficult to change the overall look of all the modules just with the template. Considering WB is designed to be simple for anyone to use, not everyone wants to be following instructions to edit each module's HTML to get the overall look of the template.

Admittedly I can't provide a solution to this, but it's definitely something that needs to be considered in 3.x
