I can only tell you: writing documentation gives you a totally different view of things. That's why I'm starting here the big WB simplification project.
This has two goals:
1. Find the simplest and most intuitive way of putting all the capabilities of WB into the administration interface   Cool
2. Get Ryan to believe me that I don't plan to make WB more and more complicated, but just more and more complete.  Cheesy

For a start, I have two suggestions regarding the user/permission interface.

1.
I think there should be only one link for both 'Users' and 'Groups'. This should then lead to the Users section. Directly below the group selection box should be a button or link to the group section.
On the admin home page it should be done similar to the 'Add-Ons'

Pro: This reduces the number of buttons on the home page and in the top menu and thus complexity for the newbie.
Con: One needs one more click to get to the group management section (but groups are usually set up once and not constantly changed!)

2.
Settings page - option 'Sign-Up'
When there is no group other than Administrator, instead of the selection box there should be a message "Create a new group to use Sign-Up feature" with a link directly to the group section.

Yes the group thing, i do not like a add-on thing. It's simple how it is already. Moving it, would mean that people have to start searching. And that's a bad thing.

But i do like the sign-up suggestion. If disabled, you don't show anything, if people want to enable it, and there isn't a group to do it in, so in the list a option "make a new group..."

Well, you managed to get 1 out of hundreds of idea's I have for WB 3.x. I think maybe replies for this post should be held off until 3.x is released (since 3.x is mainly concentraiting on simplifying the interface to suit the current feature set).
There are many little things like the Sign-up box, and many large things like the Groups section, that will change in the interface.
And don't worry, 3.x will hopefully be out in the next 6 months (test releases much sooner though). Cool

So I take it you're not very interested in suggestions regarding the interface  wink
Still, I think my second suggestion is worth being considered. It's a very minor change but has brought up support questions by more than one user.
