"form has been submitted too many times"

Today I tested that our contact us form was working correctly and it doesn't. I complete the form and submit then get the following error:

"Sorry, this form has been submitted too many times so far this hour. Please retry in the next hour."

This was the first time I'd submitted the form in weeks so can't be a case of too many tests. Does anyone know what's caused this? That last enquiry I had was a few days ago.

I've just emptied the form submission table and that solved it. It only had between 60 and 70 entires. Is this the limit it can take?
