Hello,
I installed signupv04.20080628 module, I create a page with Signup type. when I access this page I have image from attach and I receive error, I don-t have a group. How I can declare a group?

The link I gave shows you where the groups are defined.
Just create a group for new users, and in the settings page define that group to be used for signup.

First: create a group with limited (no) rights
Second: create a group with correct rights

Let new users signup to the first group, manually change to the second group to "activate"
