I have a client that hired a marketing company to add an intro page to their site.  This company is asking for an index,html file to start the site and then they will add a button into this page that forwards the user to the index.php file of WB.  Is this possible?  Do I have to do this in my cPanel?  If so, how?

you have to change the configuration of your webserver for that.

but why you don't make use of the WB-intro-page?

Open the backend and activate Options/Visibility: Intropage
rename your index.html into intro.php and copy it and all it's depending files into the subdirectory /wb/pages.

thats all.
Whenever you request your site now at first time using http://example.com/ this intropage will occure.
