Divide admin-tools

[Bug]

I usually do not give clients rights to view the admin-tools, but some stuff would be nice to have visible or accesable to clients. Would it be possible to make an extra menu item besides admin tools.

I looked into the core files but could not find the right way to to this.. Please point out what to change and i will try again

instead of using the horizontal menu you can use the welkom page of the back end and create there an extra item..whit an img and some text...
