special chars in passwords

Situation is odd: I'm able to create a new user and grant him a temporary password which contain special chars, but both admins and user with restriction cannot use special chars when they change pass in account preferences.
Where's the logic in such solution ?

Is there any way to turn on special chars in password ?
Can't find anything useful on forums, despite 3yrs old small info that passwords can't contain special chars :/

edit: by special chars I mean @#$&( and so on, not utf-8 dialectical characters like Çüó etcetera.

Welche Version?
In 2.8.2 haben Luise und Viper einige der fehlenden Validierungen bei der Usernamen und Passwort Generierung beseitigt. Vielleicht sind noch welche übersehen worden ...

In der 2.8.1 ist sowas auf jeden Fall noch drin.

always forget to add crucial info:
thing happens on 2.8.2 RC5 1450 upgraded manually to RC6 1456.

I'll have to track what's being done during pass change and  disable some conditionals if they exist.
But after a first glance it won't be so easy as I'd wish it was.
