Header image not showing

Hi, i am wondering is there a settings somewhere in WB that overide changes? I am using Vincent03 template. I made a new header design but the page is still showing the old image. I cleared the cache, etc, contacted my host and we still cant find the problem.  Please help. Thanks in advsnce.

Without that it will be impossible to say anything helpfull.

Done everything and it still not showing. I am not sure if this is something to do with WB or the server. Checked with the host and they said it is not on their side.
