I am writing to provide another method for this move:

It is easier, in that you don't have to install WB on your new server.
It requires that you know enough to change things in config.php (or in my case, know that no changes were necessary).

A) Overall, follow the instructions in the link above, but don't do steps 1, 2, and 4 (e.g. installing WB on the new server).

B) After step 3, you need to change the permissions on your directories (probably just like you did when you first installed WB on server A).  I cannot find a specific list of all the directories, but the image in Step 2 on this page shows a picture of the install screen, and the directories/files that need to be writable.  That is what I used.

C) Review your config.php file (mentioned in the instructions), and make changes as necessary to match the settings on your new server.  In my case, I set up everything -exactly- the same on the new server, so I didn't have to change config.php.  It is probably a good idea to review this file prior to this whole process to make sure you know what you need to change (if anything).

Boom, it should work.  It worked fine for me.

Hint:
The main problem with moving WB form Server A to Server B is in most cases "PHP Apache 2.0 Handler".
You can't move here /template, /modules, /pages and that. With "PHP CGI/FastCGI" this problem shouldn't occur.
Several big hosters have both options (e.g. All-Inkl). Just have a look in your Server-Admin.
But of course this short way is possible.

Tricky, as just by copying files the file owner will be different than wih genuine WB install. You can end up with a lot of problems later on. Many modules and core functions will give errors. If you are root owner of the server and/or have the option to change file user yourself, you can do it.
