Admin functions not working

I just posted about difficulty installing the database from our old server to our new.  I've also noticed that most of the admin functions are not working.  I'm not sure if this started happening before I started moving files/databases over to the new installation, or after.   For most things I try to do, like saving any settings, I get:

An appropriate representation of the requested resource /admin/settings/save.php could not be found on this server.

Seems that not all files were uploaded. Upload again, you can overwrite the exstings folders and files.

I'm doing that now, but I should say, that I can see that the /admin/settings/save.php is there.
