User Preferences - Keeping the submenu pages open???

I know this exists, but I just can't find the feature any longer.

I want to be able to allow the admin to remember open subpages in the Pages area so when I work on a page and come back to it, all the submenu plus symbols I have opened before are still open.

I am also looking for the ability to drag and drop page order in the Pages area. I have searched under Preferences, Settings, etc and I just can't find the ability to turn these features on.
