Is there a way by which I can make a PDF file only available to selected users?

-> File 1: admin + group 1
-> File 2: admin + group 2
-> File 3: admin

it's not possible to do with pure WB.
to hide download links you must use a additional module like 'Download Gallery 2'
to restrict access for selected groups/users, please go in contact with the module author. Can be a good idea to extend this module with additional functions.

Could it maybe be done if I add a page which is only accessible to ‘group 1’ with a link (www.mywebsite.com/page.php) which checks whether this person is authorized to open this file and then redirects to www.mywebsite.com/media/hide2316122135345345/file.pdf (if yes) or www.mywebsite.com/banned.php (if not)?
