"Change Settings" don't work in version 2.6.0? :(( And something else...

1). problem:
I installed new WB - 2.6.0.
Everything was almost OK, but I just noticed that "Change Settings" on "Pages" is blank
So I can't modify Page Settings like Title, etc.

2). problem:
It is possible to switch off hotkeys in visual mode?
Becouse I can use my national letter with Alt key.

So your page is not blank but shows the admin header, right?
Please do the following: go to Settings - Show Advanced Options and choose under PHP Error Reporting Level 'E_ALL'.
Then try to view the page settings again and report what error message is being displayed.
