I'm having a problem when I want to restrict the size of an image when I'm importing it. I go to the modify settings and set the maximum image size for the folder "/media" and nothing happens, when I import the images their still all their original sizes. What am I doing wrong?

The media resizer doesn't support really big sizes if the PHP settings on your server do not allow it. Typically the max filesize is about 2.5 MB. You need to change php.ini settings to allow for bigger filesizes and longer script time out.
