Register with approval?

Hi,

A client of us wants visitors to register before they can enter the newsletter page.

The problem that I'm facing is that when visitors do register they automaticly receive their login data.

This is not what the client wants. He wants to manually approve every single registration.

Is there a way to accomplish this? Or is just a form the best way to do this?
