New language not showing up in settings

Hello 

Can anyone tell me why I cant see my language appear in "Settings" list of languages. I started translating on my localhost and then uploaded that file using FTP to a new site, but cant select it because it doesnt show up 

But when I go to language editor on the new site to keep working on the same lang file I see my file there also and my previous work is fine there.

Any ideas?
