Securing Media files

I run a website for my cub scout pack.  I made accounts for the leadership, and leadership pages with non-public data.  (scout names phone numbers etc..)  I would like to publish a pdf for them to download, but it looks like anything in the media folder is always public if you know the direct path to it. 

Any ideas how to secure this?

Hello,

make subfolders in the media dir, activate homefolders in WB options and give the user only access to their own homefolder.
