Does somebody know such program

I need to create a project where each registered member will have start page (like igoogle), but unlike start page software that let you choose whatever you want I need some of the area to be controlled by the administrator. This means that each registered user get his personal start page with personal message box but some of the areas have content that I, as the admin put for him (like commercial, download files etc).

Does anyone know of such a program?

You could insert a code page, and use an external ad management.
Usually you can define, what will be shown then.

Otherwise, you could create a module, or a special template.
